Prof. Brooks Kaiser published "Co-managing Natural Catastrophic Risks by the Insurance Industry and Government" with co-authors Yanjun (Penny) Liao, Zach Whitlock, and Simon Sølvsten as a Resources for the Future (RFF) working paper. The paper presents evidence from over a dozen countries on how insurance, re-insurance and insurance-linked security markets are evolving alongside government policies as the globe is undergoing significant changes in catastrophic risks. We focus on variations in public sector involvement to identify how public-private cooperation can increase opportunities for mitigating risks and losses from catastrophic events that threaten the long-term insurability of natural hazards.
