Talk Set At SLU By National Security Law Expert


CANTON - Director of the Institute for National Security and Counterterrorism William Banks will give a presentation at St. Lawrence University titled "Rise of the Drones: The Legal and Policy Framework for Targeted Killing in the Obama Administration" on Thursday, September 22, at 7 p.m. in Eben Holden. The event, part of the Contemporary Issues Forum, is open to the public, free of charge.

Senior officials in the Obama administration have called targeted drone strikes against suspected terrorists the single most effective means for countering terrorism. Others have labeled the drone strikes assassinations, or murders, and insisted in any case that they do more harm than good. Who is right? Are the ongoing U.S. drone strikes lawful?

Banks is recognized internationally as an authority in constitutional law, national security law and counterterrorism. He has been involved in setting the parameters for the emerging field of national security law since 1987, co-authoring two leading texts in the field: National Security Law and Counterterrorism Law. In 2008, Banks was named the College of Law Board of Advisors Distinguished Professor at Syracuse University, where he has been a member of the faculty for over 30 years.
